Instrument of Pre-accession assistance funds of European Union
Cross-border cooperation

Instrument of Pre-accession assistance (IPA) gives to the EU candidate countries, or potential candidates, opportunity of getting financial assistance for certain areas of development (see programme components). IPA covers period from 2007-2013, and it was established as replacement for previous programmes PHARE, ISPA, SAPARD and CARDS.

 

Intervention Territorial Framework

  1. Countries with candidate status for EU membership: Croatia, Macedonia
  2. Countries who are potential candidates: BiH, Montenegro, Serbia, Albania

 

Programme components

IPA has five components :

  1. transition assistance and institutions strengthening (available for BiH)
  2. Cross-border Cooperation (further CBC) (available for BiH)
  3. Regional development (unavailable for BiH)
  4. human potentials development (unavailable for BiH)
  5. Rural development (unavailable for BiH)

Cross-Border Cooperation (component 2)

Goal of CBC is promotion of good neighbouring relations, strengthening of stability, security and prosperity in the interest of all participating countries foster of balanced and sustainable development.
BiH has right to participate in six programmes concerned with CBC:

  1. Adriatic CBC programme
  2. CBC Programme Croatia – BiH
  3. CBC Programme Serbia – BiH
  4. CBC Programme Montenegro – BiH
  5. Mediterranean trans-national programme
  6. Trans-national programme for South East Europe

 

Adriatic CBC programme

Programme Goal: strengthening of capacity for Adriatic region sustainable development through focused strategic activities of partners within the eligible territory.

Priorities:

  1. Economic, social and institutional cooperation
  2. Natural and cultural resources and risk prevention
  3. Linkage of infrastructure and networking
  4. Technical assistance

Programme’s Territorial framework:

  1. EU members (Italy, Slovenia, Greece) /Fond ERDF/
  2. EU non-members (Croatia, BiH, Montenegro, Albania, + Serbia on institutional base within the transition period for two years) /Fond IPA/

BiH Regions in this programme:

  1. Herzegovina (primary)
  2. Adjacent neighbouring regions (Northwest, Central and Sarajevo) – as adjacent they get of 20% budget

Managing structure

Managing Authority (MA) is in Region Abruzzo, L'Aquila. MA prepare and submit to the European Commission (EC) for approval detailed description of managing and control system (Certifying Authority = CA and Audit Authority - AA). Other structures: Joint Monitoring Committee (JMC) – Steering Committee (SC); Joint Technical Secretariat (JTS).


SEES Trans-national Programme 2007-2013

Programme goal: development of trans-national partnership in strategic issues for enhancement of process of territorial, economic and social integration and contributing to cohesion, stability and competitiveness.

Budget for BiH = 453.020 Euros for year 2007.

Regions BiH covered by this programme: Northwest, Northeast and Herzegovina.

Priorities:

  1. innovations and entrepreneurship support
  2. protecting and enhancing environment
  3. enhanced access to the European nets (physical infrastructure and information society)
  4. development of trans-national synergies for sustainable development
  5. Technical assistance

 

MED Trans-national Programme

Programme goal: complete area of Mediterranean competitive on international level in a purpose to make sure growth and employment for future generations, support to territorial cohesion and active participation in the environment protection in sense of sustainable development.

Budget for BiH = 100.000 Euros from year 2008.

Priorities:

  1. innovations and entrepreneurship support
  2. protecting of environment and promotion of sustainable development
  3. improvement of mobility and territorial approach
  4. Promotion polycentric and integrated development are of Mediterranean
  5. Technical assistance

 

CBC Programme Croatia – BiH

Programme goal: fostering of creation of cross-border nets and partnerships and development joint cross-border activities in a purpose of revitalization of economy, protecting of environment and increase of social cohesion of area covered by programme.

Total budget: 2 millions of Euros (BiH = 1 million Euros; Croatia = 1 million of Euros).

Regions of BiH covered by this programme: Northwest, Northeast and Herzegovina.

Priorities:

  1. creation of common economic space
  2. improvement of quality of life and social cohesion
  3. Technical assistance

 

CBC Programme Serbia – BiH

Programme goal: linkage of people, communities and economies of border region through common work on development with usage of human, natural and economic resources and advantages.

Total budget: 1,8 millions of Euros (BiH = 0,7 million of Euros; Serbia = 1,1 million Euros).

Regions of BiH covered by this programme: Northeast, Sarajevo.

Priorities:

  1. Socioeconomic cohesion through common activities and improvement physical, business, social and institutional infrastructure and capacity.
  2. Technical assistance

 

CBC Programme Montenegro – BiH

Programme goal: foster for joint development of cross-border area, its economic, natural and human resources and potentials, strengthening of capacities of human resources and joint institutional nets between local communities and private and public participants.

Total budget: 1,1 millions of Euros (BiH = 0,5 million Euros; Montenegro = 0,6 million Euros).

Regions of BiH covered by this programme: Sarajevo, Herzegovina.

Priorities:

  1. creation of common economic space
  2. improvement of quality of life and social cohesion
  3. Technical assistance
