IPA ADRIATIC CROSS-BORDER COOPERATION PROGRAMME
Instrument of Pre-accession assistance (IPA) gives to the EU candidate countries, or potential candidates, opportunity of getting financial assistance for certain areas of development, more accurately, five components:
- transition assistance and institutions strengthening (available for BiH)
- Cross-border Cooperation (further CBC) (available for BiH)
- Regional development (unavailable for BiH)
- human potentials development (unavailable for BiH)
- Rural development (unavailable for BiH)
Within the second component, BiH has opportunity to participate in six programs. One of them is Adriatic CBC program.
Territorial framework
- NUTS III of the member states: Italia, Slovenia, Greece;
- NUTS III of the candidate state: Croatia;
- NUTS III (or equivalent) of the potential candidates: Albania, Bosnia and Herzegovina, Monte Negro;
- Complete territory of Serbia (but only for first three years );
- Apart from directly involved zones, in program will be also adjacent territories of the states
Region BiH covered by program:
- Directly involved regions: Herzegovina (and its municipalities: Bileća, Čapljina, Čitluk, Gacko, Grude, Jablanica, Konjic, Kupres, Livno, Ljubinje, Ljubuški, Mostar, Neum, Nevesinje, Posušje, Prozor/Rama, Ravno, Široki Brijeg, Stolac, Berkovići, Tomislavgrad, Trebinje i Istočni Mostar).
- Adjacent neighbour regions (Northwest, Central and Sarajevo) – they get 20% of the budget
Program aims
Main aim of the program is strengthening of the capacity for sustainable development of the Adriatic region through focused strategic activities of partners on the territories that are eligible for this program. Program is planned to foster cooperation in between the countries (and their institutions involved in development planning), to remove the obstacles created by national borders and contribute to creation of the Adriatic Euro-region planned as homogenous territorial and naval spacer. Program itself has 4 priorities and their realization is through their measures
PRIORITY 1:
Economic, social and institutional cooperation
Measure 1.1 – Research and innovation
Candidates: research institutes, universities, enterprises, public institutions
- Cooperation network in between universities, research centres and other organizations; Development of the mechanisms of competitiveness and cooperation; Support and help to the advanced research activities;
Measure 1.2 – Finance support to the innovative SME
Eligible: SME and associations of SME, public institutions, developing agencies
- Promotion of creating and growth of entrepreneurship based on knowledge. Support to the investment in research and innovation and technological and scientific transfer; Help to the SME in products promotion and production process not harming environment;
Measure 1.3 – Social, health and job networks
Eligible: Volunteer organizations, local authorities
- exchange of experiences and transfer of competences. Improved usage of existing health and social structures. Increased number of immigrants in employment. Creation of international nets.
Measure 1.4 – Institutional cooperation
Eligible: public institutions, organization and agencies for entrepreneurship support, NGO
- Promotion of experience exchange if field of technical and managing capacities. Best praxes dissemination. Dissemination of innovative processes in between state governments
PRIORITY 2:
Natural and cultural resources and risk preventions
Measure 2.1 – Protection and improvement of sea and coast environment
Eligible: public institutions, research centres
- Support to the local authorities in joint management of the sea and coast environment
- Implementation of the study on system of coastal environment
- Development of instruments for joint management of the sea zone
Measure 2.2 – management of natural and cultural resources and prevention of natural and technological risks
Eligible: public institutions, NGO, SME
- Strengthening of competences of public institutions and defining of long-term strategies on environment
- Development and dissemination of technologies for preservation and management of natural and cultural resources
- Experience exchange on managing the natural resources and protected zones
Measure 2.3 – energy preservation and renewable sources
Eligible: SME, public institutions
- Promotion of developing centres for developing of renewable sources energy;
- Dissemination of best praxes on energy preservation and renewable sources
- Promotion campaign about energy preservation and renewable sources
Measure 2.4 – Sustainable tourism
Eligible: Tourist organizations, public and private institutions developing tourism and/or cultural capacities
- Improvement natural and cultural centres, networks amongst museums, theatres etc.
- Creation of nets for tourism and sport infrastructure development
- Improvement of management of the tourist services through the CBC
PRIORITY 3:
Accessibility and nets
Measure 3.1 – Physical infrastructure
Eligible: Public institutions (sea-port and air port management)
- Modernization and strengthening of capacity of sea port and air port management
- Improvement of goods and transport safety
Measure 3.2 – Sustainable mobile systems
Eligible: Public institutions, public and private companies
- Support to CBC management of public services of transport
- Promotion of links amongst seaport and hinterland to improve it
- Strengthening and promotion of transport services for goods and people
Measure 3.3 – communication nets
Eligible: Public institutions, NGO
- Innovative projects about usage of new ICT
- Promotion of ICT for access to public services
- Use of ICT as instrument for reducing CBC needs for transport (video-conferences, web pages etc);

Way to the successful project applications
Kind of projects
CBC project could be:
- Project applied “by call for proposal”or so called 'Ordinary project' (bottom-up approach) – with purpose of initiatives financing that are covered by all Program measures. The smallest amount of project is 500.000 euros, and the highest is 2.000.000 euros. Maximal length of project is 36 months, and for all projects is rule 15% of co-financing by the last beneficiary;
- Strategic project - “by direction” (bottom-up and/or top-down approach) – has a purpose to improve Program impact within the territorial framework. These projects have special characteristics that will be defined in implementing Manual and will be chosen by special procedure. These projects are applied by EU members and could cover one or more measures of the Program.
Applying conditions
To have opportunity to apply you must have on your mind:
- Your project must include partners from at least on EU member country and one candidate or potential candidate;
- Eligible territories are belt wide 150 kilometres from the coast and adjacent territories;
- Program has integrated approach in funds managing and projects implementation;
- Program budget is consisted of ERDF, IPA funds and 15% co-financing by last beneficiary;
- Project partners have financial and legal responsibility (they guaranty for their activities and costs emanating from it).

If you wish to apply you need to:
- Read a Manual for program implementation and Call for proposal;
- Organize joint and united management structure until the end of 2008.
Applying Procedure
Applying Procedure is next:
- Publishing of call for proposals and presentation of applications:
Call for proposals will be published on the web-page of Managing Authority (MA) and institutions in charge of the countries that participate in Program. Applicants send necessary documents UTS.
- Check of the administrative eligibility of the projects proposals:
Check for UTS, based on previously prepared criteria and indicators in implementation Manual. Only project proposals that fulfilled administration criteria, will step in to the next phase. All others are eliminated and MA will inform applicants for reasons of exclusion.
- Quality check of the project proposals:
Quality check of project proposals are made by selecting boars appointed by Joint Monitoring Committee, based on criteria for every measure, listed in implementation Manual. Every proposal receives certain number of points according to its quality. Selection body will make list of projects that will suggest to the MA for approval.
- Project approval:
Joint Monitoring Committee will check the projects list and approve requests financing.
- Contract and Financing of Projects:
MA prepare contract for financing and starts projects implementation in accordance with Program rules.
