As it is known, Seventh Framework Programme (FP7) is EU Program that gives finance support in the area of scientific research, (research institutions, SME or enterprises owned by state) with goal to intensify international cooperation in area of scientific research and technology. Applicants from BiH, in this moment, can not apply as project leaders/coordinators, but the participation in implementation even as consortium members gives a strong reference for future projects from EU Community Programs.
CBIB training for potential beneficiaries of IPA CBC Programmes
CBIB has organized 21 awareness seminars in Western Balkan region in 2007 and 2008, in order to inform potential beneficiaries in the region on IPA, cross-border programmes and upcoming activities related to the implementation of the programmes. These awareness seminars set the basis for the organization of the training sessions on preparation of project proposals, EC procedures and regulations that will be governing the implementation of EU funded projects!
Taking into consideration requirements related to the preparation of CBC projects to be financed from IPA CBC funds, the fact that the Calls for Proposals will be open up to 90 days and that the most of the potential beneficiaries will develop CBC projects for the first time, CBIB has decided to organize first round of trainings in the region, before first Calls for Proposals are launched. The trainings will create the opportunity for all interested potential beneficiaries to gain knowledge on the approach and logic in the preparation of grant proposals based on EC procedures, application and evaluation process.
In close cooperation with ARDA NW and other RDA’s in the region, potential beneficiaries of CBC Programmes, who applied for the trening, have been contacted and informed in details about forthcoming training, after which the list of the exact location and dates of trainings with topic „How to prepare a Successful Project Proposal“ has been announced:

23.06.2008 Banja Luka - New Managing Board
ARDA NW has held Managing Board meeting in Banja Luka on July 23, 2008, when newly assembled Managing Board has elected a new president and vice-president. With this ARDA NW has completed constitution of managing body of this Association after last Assembly.
Managing Board has elected Mrs. Anka Papak-Dodig for president and Mr. Hamdija Lipovača for vice-president of Agency Managing Board.
With this election Managing Board has clarified the intention of Assembly to satisfy territorial representation of the founders through all seven members, as well as administrative representation of presidential members, bearing in mind that Agency main office is situated in Banja Luka, the capital of Republic of Srpska and president and vice-president come from Federation of BiH (Drvar and Bihać – different Cantons in FBiH)
It is known that municipality mayors in RS and FBiH, who are members, or have participated in the founding of the ARDA NW, face problems of misrecognition of such organization of economic regions in BiH, by higher authorities. This misrecognition or forcing of recognition depends on political trends of opinion where these comments are coming from, but it is obvious that Agencies with their work and service they provide for their beneficiaries can variously contribute to both options.
ARDA has proven with its actions for the last year that the expectations of the founders were based on wrongly presented role of Regional Development Agencies. The real role of Regional Development Agencies is to assist the implementation of projects in the interest of local communities, not to implement the projects themselves.
As consequence of wrongly presented role, there was a number of misuse/use of such economic regional organization in BiH (while this is only a product of the project financed by EU, in this case EURED project, which ended in October 2007). Therefore we have had recognition of such “regions” as the instrument of pressure towards Constitutional reforms from one side, and misrecognition from other side as unambiguous prejudgment of political concept of BiH as unitary country with five economic regions.
The Managing Board has, with such constitution, sent a clear message to the members and publicity, that the role and character of “economic regions organization in BiH” has no, and must not have any connection to political and administrative organization of this country or entities within. This concept is based on statistical normative required for indicators comparison of “economic development BALANCE” on some geographic the territory.
In the years to come, the entities and BiH organs are to clearly define which will be “economic regions in accordance with EuStat criteria” that BiH wants to use as a basis for measurement and comparison of economic development indicators in order to communicate with the funds allocated to regional development that will be available in forthcoming period. By then, existing Agencies will function depending on members requirements measured with the quality of provided assistance and satisfaction of the participants in the process.
EC Delegation in Sarajevo has, by co-financing shown the interest for existence of such Agencies, but also stated clearly that Agencies have to find the relevant position in the field, which is only possible with quality service and established relations with all participants in the process.
12.06.2008 Banja Luka - Presentation of Seventh Framework Programme (FP7)
On 12th of June 2008, at 11:30am, Accredited Regional Development Agency of North-West BiH (ARDA NW BiH), in cooperation with Ministry of science and technology of RS and Center for project management, has organized Info Day, during which Seventh Framework Programme for period 2007-2013 year has been presented.
Seventh Framework Programme for research and development of technology (FP7) is main instrument for research funding in Europe, which has been implementing during period of 2007 – 2013 year, and it is logical successor of Sixth Framework Programme (FP6) and result of long term consultations with science communities, research institutions, institutions for strategy development and other stakeholders. With the budget of 53.2 billion €, this programme that has been designed as an answer to European needs for employment and competition, has the biggest allocation of funding for these kind of programmes so far.
The goal of the Info Day was explaining the programme of financing of research projects to all potential applicants (researchers) at the territory of NW BiH and wider, as well as establishing of connection between research institutions and individuals with the aim of addressing needs and possibilities for allocation of EU funds for science-research purposes.
Beside the representatives of Faculty of Agriculture, Economy, Technology and Medicine in Banja Luka, active participation was also taken by representatives of Chamber of Commerce of RS, Association of innovators, City development agency Banja Luka, Center of European initiatives, Municipalities of Jajce and Mrkonjic Grad, as well as private companies that have interest to explore and use these possibilities.
Continuance of Info Day with the aim of further and detailed explanation of Seventh Framework Programme to the stakeholders is the activity that is planned for near future, as well as the workshop which is going to be focused more on financial-budget planning, i.e. technical part of application.
27.05.20083 Banjaluka - Be a Role Model – Signed MoU
On 27 May 2008, ARDA NW singed the Memorandum of Cooperation on the Project titled “Be Exemplar” together with the Municipality of Bihać, Youth Information Agency and Center for Promotion of Local Development PLOD Bihać.
The Memorandum of Cooperation was singed on the basis of the Principle of Good Cooperation by Mr. Hamdija Lipovača, Mayor of Bihać, Mrs. Vildana Zulić on behalf of ARDA NW, Mr. Samir Halilović on behalf of the Youth information Agency and Mr. Haris Komić on behalf of the Center for Promotion of Local Development PLOD Bihać.
The aim of the Project “Be a Role Model” is to collect business ideas from young people not older than 35. Applicants’ ideas must refer to business idea or concept in the sector of small and medium entrepreneurship and crafts, tourism and agriculture.
Municipality Bihać has been conducting this Project for the past three years in order to encourage and stimulate young people in Bihać to offer good development idea or project with the aim of providing them and other young people with workplace and existence.
