INTRODUCTION

The overall objective of the /Thermalis/ project proposal is enhancing the thermal common heritage of the Adriatic Euro Region by different actions finalised to grow the integration and cohesion factors in the involved areas.The thermal resources are used for therapeutic and tourist purposes in many regions of the Adriatic Cross-border Area and a valorisation of this common historical heritage, which proceeds through an increased capability of human and financial resource planning to be assigned to the sector, will permit to rediscover “the common historical route of the people of the two Adriatic shores” and will favour the sense of belonging to a single Euro – Adriatic Community.Furthermore, the close cooperation among the regions of the Adriatic Area may be functional to the achievement of thermal tourism for the development of the region. For the economic growth of the areas involved in the project, tourism is a resource. In order to fully exploit this resource it is necessary to gain new managerial know-how, to improve the offer of tourism services and a more efficient organization of tourist flows. The need of improving the capability of the involved regions to set up plans oriented to attract sectors investments is also strongly felt.To realize the above mentioned, the project will encourage in direct promotional synergic actions which will be useful to increase economic and social welfare of the involved regions and will permit to strengthen the favourable conditions to develop small and medium tourist enterprises.

PROJECT OBJECTIVES

The Thermalis Project main aim is to enhance the thermal common heritage of the Adriatic Euro Region by different actions finalised to grow the integration and cohesion factors in the involved areas.
The project has the following strategic objectives:

  • To analyse the local and regional potential of thermal resources developing joint strategies for their use.
  • To optimize the economic use of thermal resources for therapeutic - health purposes through a careful analysis of the existing barriers and obstacles and to go beyond.
  • To identify thermal and hydro-geological areas of particular value defining the hydro-chemical characterization and the groups of belonging in relation to the expected effects.
  • To facilitate the attraction of investments in the thermal – tourist sector fully exploiting the potentialities and to contribute to the creation of favourable conditions for the development of small and medium tourist enterprises at a cross-border level.
  • To establish a Cross-border Network of the Adriatic Area aiming at increasing and strengthening the use of thermal resources for curative and tourist purposes through the insertion in the network of the key actors.
  • To favour the cross-border mobility of the operators of the thermal – tourist sector in order to facilitate the creation of permanent and long-term sustainable collaborations.
  • To valorise the project results through the definition of a strategy, shared at the cross-border level in order to guarantee the sustainability and repeatability after the end of the project.

THE IMPACT OF THE THERMALIS PROJECT

In the short term

  • increasing the competitiveness of the needy areasso as to reduce the peripheral conditions
  • testing of fund support forms granted for the tourism sector and, indirectly, to the thermal sector, will make possible for these regions involved in the projects can define strategic plans and actions for the valorisation of the thermal heritage and the integration of thermal services together with the tourist ones
In the long term
  • to extend experience and know how gained in other regions and EAC encouraging the adoption of development plans for the joint growth of the thermal tourist sector and the innovative models for the tourist offer

WORK PLAN AND ACTIVITIES

The Thermalis Work plan will be implemented in 5 Work Packages (WP):

WP 1 - Coordination, Administrative and Financial Management, Monitoring and Evaluation activities

The administrative and financial management of the project as well as the management of the relations with the Managing Authority and the Contracting Authority with the aim of guaranteeing efficiency and the correct functioning of the funding circuit and the communication with the above-mentioned structures for the management of the programme. In this WP is foreseen the institution of consultative Committees, composed by local Stakeholders Boards (LSBs) able to produce concrete project outputs. LSBs guarantee to a local dimension to the project and will assure, at local and regional level, the ownership of project results, knowledge and innovations produced.WHO ARE the LSBs: Representatives of local thermal sector stakeholders chosen by each Project Partner (such as local operators, investors, public administration, tourist promotion agencies and municipalities). LSBs are identified in each Partner Country.

WP 2- Overview on the use of existing thermal resources

Overview on the use of thermal resources and their Therapeutic peculiarities in all participating Regions. Its results will be then deepen by means of a SWOT Analysis in order to identify growth opportunities and bottlenecks of the identified thermal resources. This Analysis aims at identifying strategic opportunities to attract investments, in the therapeutic sector and for the development of the Target Areas trough a “New” Thermal tourism.

WP 3-Technical and financial feasibility studies to valorise thermal infrastructures

The activity foresees the realization of Feasibility Studies (technical, financial opportunities, costs analysis) in order to evaluate possible investments for the spa thermal infrastructure in all Regions involved. The economical, social and environmental impact of thermal resources utilization will be described and assessed. Particular conclusions related to specific situation of involved IARs will be part of a Final Report. This Report should be used as useful evaluation tool for other European regions characterized by the same thermal potentiality.

WP 4- Development of specific tools to exchange good practice

Realization of cross-border study visit among key thermal actors, with the aim at exchanging both reciprocal know how and growing the sense of belonging to the Adriatic Euro Region. Moreover, it will give the possibility to exchange experience and to give input to a future network of spa operators in the Adriatic Euro Region guarantying, by this way, the project sustainability. Definition of a check list for the development of successfully thermal project, which will be an informative tool in support of local authority useful in the definition of financial proposal for public and private investors.

WP 5-Dissemination activities

To disseminate and spread knowledge and innovation of the project activities, with the contribution of the LSBs and the expert team, by means of the Web site, the kick off meeting and the public project workshop.
